a proxy can be located if the proxy fowards on your orginal IP to that server than yes but if the person contacts that proxy and asks for your IP they will give it

Yes it can... some ISPs allocate IPs by region. And the ptrs they resolve to can indicate location. IPs allow someone to packet you, that's what's to fear.

Your ISP logs everything you do. No matter what you do. Even if you use the most complex ip hiders. It's allowed to log what you do. becuase it has to give you internet so when your pc asks for a scertain website it logs it. It's as simple as that basically.
