where you want these time/date stamps... In your chat logs? In the event log? In the conversation window itself? In the event log window itself?

Yes and no... Plus! only uses the default local windows time format if there isn't any specific format set in the registry...
So,
you don't need to change your windows local time format to change the format of what is displayed in the logs!! I even wouldn't recommend doing that at all as this can cause many stuff to not work properly anymore thruout windows...
Instead, simply set the format you whish in the registry using the special advanced
Messenger Plus! registry tweaks, especially SystemLogTimeStampFmt, LogHeadDateFormat and ChatLogTimeStampFmt. The format can be set using the special
time/date tags. And as you can read on top of that official help page, you can use
Choli's Plus! Tweaker to set these parameters if you're not comfortable with the registry.
