Maybe this feauture is available,if I have blocked contacts can I get the notification pop ups for them too?Like when they come online for example..

No, you will not see them come online or go offline.

By deleting the contact only, the contact will see you go online, offline and will be able to send you messages, but if you delete and block then they see you offline till you remove the block

Other way around...

No you cannot get this... I'm not sure if it's because nobody wants to make it, or if it's because it's impossible... But it's been brought up many many times!

Most comments about this are something along the lines of:

"If the persons blocked you don't want to talk to them, so why get a toast"... and things like that.
