When I go to Messenger Plus! Extras, then Contact Information, it shows when that person was last online and the last new chat.  My question is about the last online. Does that mean when the person was actually logged into messenger whether you were online at the time or not, or does it not record the correct amount of days if you weren't online at the same time as they were?  Does that make sense?

That's right. If you are not online when your contact is online, then Plus! will not record it.

Logically, Plus! does not log information whilst you're signed out from Messenger. Plus! is executed when you are logged on to Windows and then it waits till you sign in to Messenger. Then the actual logging and tracking starts. So the answer is: no, last seen information is recorded only while you're signed in.
