when you're in the lower floor of the far wall, hit the button. when the door finishes opening, put an orange portal on it. now, put a blue portal on the wall to the right of you. run out of the orange portal, go right, aim down, and put a blue portal on the floor right at the bottom. jump through it, and you'll fling to the upper level of the far wall.

On level 19, im  confused, i see the cake symbol and to the left of me is some fire, what do  i do? im confused?

lol isnt it kinda obvious, you usually dont just get murdered at the end of a game. when going towards the fire aim slightly up and shoot a portal onto the wall at the far back, then shoot the other portal on the wall to your left or right then jump in the portal next to you...
