what s the second bar features that the 2 red arrows point at are?

meaning the names of the icons / what are these icons refer to

and
how can one add a second command bar under the standard command bar (emoticon, animoticon nudge, etc.)

I've never seen this add-on for Messenger before but the one on the left looks like something to do with backgrounds and the other to do with text.

Where did you get this image from? And why would you want to add another bar?

It's most likely 3rd party software such as SmileyCentral etc.
