What do you mean?

In every Plus! version you can use commands in a conversation window. Make sure you have enabled them though. In Messenger Plus! Live, this is:
Plus! > Preferences > Conversations > Main > Enable commands

You can also use them by selecting them from the Plus! menu in a conversation.

PS: "/quote" isn't a Plus! command though

I requested a quote script, not been made yet though
