Kinda funny this thread changed a bit but about what you ask, it seems like it depends of the reseallers honesty xD cause i went to a very famous store here and they answer "we have no disks with the laps or pcs, you will need to make a restore disk with the info in your hd" xD! and everything comes now with vista o.O so... first thing to do when you turn on your pc or lap after you buy one is: create the disks
