Note that the number one rule to avoid stuff like this, is to not publisize your Windows Live Id on public forums;
Your screenshots show your email address and the address from others.
This is asking for trouble.
Either way, do as Menthix suggested and report to Windows Live Solution Center:

Also, what you showed in your screenshots is not Windows Live Messenger.
If you start Windows Live Messenger you can report the person in question by
clicking on the menu
Help > Report Abuse or
Actions > Block and report abuse in a conversation window to that person.
