They shouldn't be able to.
Recently, people have reported bugs that their contacts look offline, but actually send messages; this is a bug on Microsoft's side and should be fixed soon, if not fixed already.
it is possible using custom made clients. they block you and talk to you. it's also possible (with those custom made clients) to open a convo and then appear offline. you will still be able to talk.
