This has little/nothing todo with the tweaker program. It is a general "Help & Support" question, so wrong forum.... This thread is about a Program used to tweak Plus!, nothing more...... Anyways, no you can't disable that with Plus! and there is no other addon/plugin that I know of that can do that....

That's not related to the taskbar flashing in any way. Toasts can be disabled. Check out your MSN Messenger settings:
Tools > Options > General > Alerts > ... and the Messenger Plus! settings:
Plus > Preferences > Notifications > ...
