What is the Hopper for? I installed it but i can't seem to find the use for it? I don't know how to use it either

its a plugin to make a popup popup lol  like youve just appered offlien then gone online its to get people's attention umm in think the command is /xhop
it shoudl say ti in the readme supplied with the program anyway
