Does anyone know how I can create my own 2D or 2D graphics, like habbohotel or runescape?

use a graphic editor for 2D (like adobe photoshop)
and use a 3D model creator for the 3D ones (like 3D studio Max)

paint? (pixelart)

and isnt runescare 3d? (havent played in 2 years)

is there any free programs like?

umm, i think theres a 3D one, i have it a while ago, never used it though, what was its name, i'll look for it
