go to my site and there is a banner and i want that to be changed to an imge but you can only do that with html i think (header).

So in the template for the blog, put the <img> tag in the banner section.

You can't edit blogspot titles and headers, it is a template system, you can only use what they give you.

You can edit the template to add stuff yourself e.g. http://raceprouk.blogspot.com/
