Do you mean the latest posts autorefresh?
If so then there isnt anything random about it, it refreshes every
x seconds (i cant remember the number right now).
Making it refreash every time there was a new post would involve some dodgy javascript to check if there were new posts andif so refreash.
The way it works at the moment is fine. And you can tell if there is new posts in a thread by looking at the icon next to the thread title.
