Your potential ISP will request the owner of the ADSL infrastructure (this could be them or another company) for line provisioning. First they will check which phone exchange you are connected to, and whether that exchange has a DSLAM installed, and if the DSLAM has available ports.
These checks are all theoretical. If your line has passed these shecks, you many still be unable to get ADSL, but your ISP will try to find a solution to the obstruction, or inform you that you are unable to be connected, and not charge you anything.
