How can I add a custom emoticon into MSN Messenger ("My Emoticons" list) from my program?

Is there an interface or API in the MSN Messenger that helps to add custom emoticons runtime not using the "My Emoticons" and "Add a Custom Emoticon" dialogs?

Does the MessengerContentInstaller interface allow to add a custom emotion runtime (while MSN Messenger is running)?

The Content Installer API does allow adding emoticons, but they have to be packaged into CAB files with an appropriate manifest inside.
