Winks are flash animations. Flash animations can be a massive security risk because Flash can exist out of much more then just graphical animations.

In order to avoid this massive security issue, your animations must be signed with a special digital key (certificate) which is also calculated based upon the animation itself (so each key is unique in a way and can't be copied). If they are not singed, Messenger will not accept and not play them.

Only MS can issue such digital keys and these keys are only sold to 3rd party companies to make their own winks, like the company BlueMountain.
