You are going to lose some quality one way or another when you save a photo as a GIF file, because GIF format is only capable of storing up to 256 distinct colors. That is often fine for drawings, but not photographs, which typically contain millions of color shades.
The tiny dots you can see on your images result from dithering, which is one way programs saving GIF files try to make up for the lost colors. I don't know where exactly that option would be in Flash 8, but look for it and turn dithering off. Many images will look better without it, but many will still look awful, just in a different way. Given the tiny size of the avatar, I think removing dithering will work fine for you.
If turning dithering off doesn't yield satisfactory results, then your images are simply not suitable for GIF format and you may have to give up that idea.
