Does the Scripts folder ("C:\Program Files\Messenger Plus! Live\Scripts") exist on your PC?
According to the changelog you should also be able to create and install scripts even if it doesn't exist

but I noticed that it only creates the folder when WLM is started and if it is deleted afterwards, it still can't create/import scripts.
So you might want to check this.
edit: probably this is not the problem, I overlooked the fact that the script IS imported, but just can't start.
