If it's running though the setup process, it's for Windows Live Messenger. Best letting it go through and then do this...
go Plus -> Preferences -> Messenger -> "Allow me to..." Should be ticked and then click on OK...then click on the windows Live Messenger Icon on your desktop as many times as you like. If you don't see it on your desktop, go Start -> All programs -> Windows Live Messenger
If that doesn't help, then perhaps a clean install and then setting it up again might help?
