Anyone know of a good program that alters the treble/bass level of the sound from the pc?

Er, I'm not entirely sure why you'd want to do this globally, this would mess certain things up; for example playing a game with too much bass, chuck a grenade and you get a load of disorted noise. Or watching a video on the internet etc.

If you're wanting to tweak it for music you could do it through the media player itself, since nearly all players have an equalizer.

my drivers come with a global equalizer

yes, it can. In full mode, go to View > Enhancements > Graphic Equalizer. move to your heart's content
