Since I installed Office 2007 Enterprise, it made the default action for opening a folder to open it in OneNote. I made a new action to open it in explorer, but it opens in another window. How do I set this back to normal?

I tried that before, it's already checked.

RE: OneNote Enterprise
Its because your actually using explorer to open the folder. So whenever you open a folder, a new instance of explorer will open up that folder. Its kind of the same as pressing Win+E except that opens up my computer instead of the specific folder.

Sorry I don't know how this is fixed.

Try removing all non-standard actions for folders, and let the shell handle opening folders itself.
was put impeccably into words at DebianDay for me last Saturday, by Knut Yrvin of Trolltech - adults try something once, fail, and then are like "ffs this doesn't work". Children try, fail, and then try again, and succeed - maybe on the second, or even fifth retry. But the thing is that they keep at it and overcome the problems in the end.
