Ok so im using wlm, and my toasts appear to be lagging.
Say someone signs in at 12:00.
The toast saying that they have logged in will appear at about 12:02.
This is happening to all contacts, and it doesnt just involve sign in toasts, it includes all default messenger toasts and also Plus! toasts.

I have tried restarting WLM but its still happening.

though this use to happen even before skins were introduced...

Ive only started experiencing this problem for like 2 days.

Also a note, the WLM taskbar icon, is constantly animating the toast notification thing

I've not had this issue, using both v8.5 and v9. Have you tried maybe deleting your contact cache, although I don't think that would exactly cause this type of problem, but it's the only thing I could think of.

Update: Atm its working fine, it just suddenly went back to normal
