BUT I JUST CANT
and the madagascar skin thats out there i reaally dont liek.
but
i really want one with  the picture i've attached. You can have it if you want
its from a print screen
so no one else has it

Skinning takes some effort to learn, so if you don't want to learn you're going to have to look at alternatives, as it's unlikely a skinner has time for personal requests.

Maybe you would prefer a simple Background Changer, which sets the background to any picture you want. See here.

However, using a small image like yours, even if you were making a skin, is difficult as it will stretch and won't look very good.
