Can someone run a script that would allow users to communicate with people using ICQ. And possibly even sign in using ICQ.

No.

If you want to sign into multiple services use Trillian or Pidgeon.

Why can't this be integrated? The script can work throught a site (meebo).

It would take a crazy amount of work and if somebody ever manages to get it done it would need constant update to keep working after protocol changes.

That would be against their terms of use. Using their servers outside of their website.

You can use TabServ from http://mess.be and add a tab for Web ICQ the problem is it will log you out when you switch to another tab.
