Ok so in the latest live messenger, if I turn off some options or do anything. And log in to my account on a different computer, are they changed on that computer too?

And specify me if some does do that and some does not change..

No, changes are applied with registry settings, so changing an option/skin/script will only affect that computer, and all its users.
if you login with another PC, they'll have no effect.
