not true... You need to provide a lot of info before the staff manually resets your PWD.
Unless you know the answer from the secret question, by which you could automatically reset the password.
Both things are as (un)secure as any other service which requires paswords (like other webmail services). Don't bash Hotmail/MS for it...
What can happen is that someone was trying to guess your password and when too many tries are performed, the account will automatically be suspended for a short time. (This is to prevent brute force attacks).
