whats the simplest forum out there...
maybe even without sql if possible thanks.

i think that is impossible to set up a forum without sql
anyway, there's a lot of softwares, like:
MyBB
Vbulletin (u have to pay)
PhpBB
Invision Power Board (u have to pay too)
just type that names on google, and u're done

you need server-side processing and some sort of database. Assuming budget is an issue, you could try looking here

No, it's not impossible. One that comes to mind is WWWBoard, but I am sure there are many more.
Do not expect them to be the fanciest of forums, however.

MyBB is nice. This forum runs a very old version of it. (It's free too )
EDIT: I've also heard that PunBB is nice. However, I haven't used it much, but from what I've heard/seen it's very fast. Don't know a lot more though. (It's free though.)

Honestly, the easiest one to set up is EZBoard. The downers though, is popups out the ass (even on FF) and on page ads.

it has it's own built-in database system (if you don't already have a SQL or HSQLDB database)
theonly downside is that it runs on JSP, wich might be harder to find a server for
