Is there any free programs out there that let you run your own proxy server on your computer?

I've already searched Google but couldn't find any.

I was currently trying to do this from a webpage.. I know many members have an online proxy.. If anyone could explain to me how to set it up on my domain I would be pretty thankful.

Or run a web server with a proxy script installed...

doesn't anyone know a proxy server with a shorter address? I used to use stealthysurfer.com but its no longer there
