it will be released. Nobody can say when it will be released for sure, even not Yuna (=they who make Plus! now), all they can give is an estimation or a target date which can always change depending on circumstances.
As Matty already said: beta testing is being done at the moment, so don't expect a release before the end of the year. More information can't be given to the public at this point. But, as Alias hinted to, there is suppose to be an
information update comming on the status of Plus! 5 in the comming days.
