Is there any way to tell when a friend was last online? I'm using Windows Live Messenger...

If you have Messenger Plus! installed there is contact information. Now if you install it today there is no way for you to know when they were last online. Also your Windows Live Messenger has to be logged in 24/7 to record status changes.
Other than that; to answer your question no.
