For legal resons its Messenger Plus! not MSN Plus!, MSN Plus! is owned by Microsoft.
The other question you had, try this
Start > Run > type "control panel" (without the quotes)
Internet Options > Advanced >
Uncheck Enabled third-party browser extensions (requires restart)
(Doesn't really require you to restart, just close IE and reopen)
Check your system startup
Start > Run > msconfig
Click the startup tab at the top
Cross reference each item in the list there with this website
