O.P. 16 seconds to show the menu
I don't know what causes this problem.
If I right-click a file or folder to see the menu, it takes 16 seconds to show the menu.
But it's okay (fast) at the second try after the first 16-second right click.
I had scanned my computer for spyware and viruses.
I even had done the scan disk dan disk defragmenter.
But none of them worked

That's nothing worng. The explorer need that time to load all the items in the menu (let me guess: you have winzip items, maybe winrar too, a virus scanner entry, etc..., right?). Once it has loaded the items (and icons) the next times if just uses the loaded ones, and that's faster.
Don't worry about that.

How many icons do you have in your system tray (beside your clock)
Also press CTRL+ALT+DEL and how many processes are running?

Its not healthy to have 4 rows of programs you never use you keep them because "I might use 'em one day" too

Thanks for your information, but, after I did a little check, I need all programs that are installed in my PC

Now, it happens every time I do the right-click

Nah im only messin, have you tried reinstalling windows over the top with all settings etc intact, usually does the job for me, like wen my start menu was taking over a minute to open , after the reinstall all was fine.

Well, I'm thinking to reinstall Windows now.
That should fix everything .
But I'm not sure how to reinstall it.
Maybe I should open a new thread .

I was going to ask that. There may be some processes taking a lot of CPU time.

I don't like that. Some settings are usually lost and some programs won't work after the reinstall and you have to install them again.
A clean installation is always better.

Try cleaning up your sysytem, remember, spyware's are not the only annoyin things around these days.
