There are some people on my list who always appear offline even when I know they are on. I also know they haven't blocked me, and I appear offline to them. How do I fix this?

I think the problem is with your (or maybe their) internet connection. That kind of problem happens in bad internet connections (with crappy ISPs, etc...) I'd suggest you to review yout internet settings and tell your contacts with that problem to do the same.
