what is an "action message" and how do I use it?

An action command would be used by typing /me in a conversation window and then your action.

The above sentence is an action message, and like marissa said, you can use type /me and then your action to create one.

But what kind of action does it do?

anything u want it to

was the result of
/me stands up

what does it look like on the other end?

The same as you would see it. That is of course if they also have Plus!
If they don't have Plus! then they wouldn't see it in color and they would also see first some character and then the text...

eg:
When you type: /me is typing an action message
Your contact with Plus! will see: talkingmalamute is typing an action message
Your contact without Plus! will see: «I is typing an action message»
