I have a plugin project in VB, but I need to know how to use the MSN API anyone can explain me how to use it???? and where I can get it??

the information about the messenger api can be found in the zip i'm attaching. In the .chm you have how to use it in C++ and in VB. however...

I think you're talking about a plugin for plus (so you need the plus api, not the messenger one). You have it at http://www.msgplus.net/help_plugins.php . There you'll find a example plugin in VB with lots of comments that will teach you on how to use it.
