by rest of the network i mean i can't view workgroup computers were as on the other i can and i can get on the internet on both computers

As I was reading this thread I was about the ask the same as toddy does. You need to put both computers in the same workgroup. Go to control panel -> system -> computername -> change. Both computers need a different name but the same workgroup. See screenshot for rest of the info.

Do a shortcut to \\Computername  to see if you can reach the shares that way :)
