I have seen some of my friends with this but all of them say that one of their friends does it and they dont know can you tell me?

In a conversation window type in /nick then followed by pressing CTRL+K and selecting a colour. Then type the name you want, and if you want more colours press CTRL+K again. When Finished Press Enter

If you want coloured letters and a background type type CTRL+K then press ,. That will let you choose a background colour.

yes they do
if they dont have plus they just see codes and numbers and not your nicely coloured name

you can also visit the turtorials on http://www.msgplus.net but yes it helps if the person has plus so ther dont see all mucked up stuff
