Also, this is not going to work simply because the plugins are not recognized by Plus! Preferences... so how can it be loaded into the commands....

From what I can remember this "sound packs" need to use the Audiator Plugin to be able to play the sound. Audiator can be found
here.
Now if this is not the case. You need to make sure that you have Administrative access to the registry. What you also may need to do is register the dll files yourself. (Start > run > regsvr "path of file"
