I wanted to kno was there always a sponser with plus if not when was it added

Since aslong as i've been using Plus! so before 2.20?

It was added in version 2.10.36 (May 23, 2003).

I'm guessing you want to download the latest version that was distributed without the sponsor? Could be wrong though. But in case you do....

The Messenger Plus! sponsor is optional, you can download the latest version from http://www.msgplus.net and during the install just choose not to install the sponsor so you can enjoy the full Plus! experience without any type of adware. Just for information.
