Go to Microsoft Product Support Services and perform a title search for the words HTTP and 404.

Mine works, in Home, but I was at a friend's house (Windows 98 SE, IE 6 SP1) and it gave me this error. I also try using Firefox, and still the same error. I was behind a "slow", but good connection tho. (I could access other pages)

Not only IE settings, but maybe a firewall or other software could be interferring. You said it was under Windows 98, you can check the complete list of running processes with TaskInfo.
