Because Internet Explorer and Windows Explorer actually are the same program (explorer - 1 product by the same team, just that it has multiple functions) just that when Internet Explorer is started it loads explorer with some extra stuff that lets it show sites and block pop-ups etc...
Ever tried typing an url into Windows Explorer and noticed how little it changes while it turns into Internet Explorer?
That's actually also the reason that it is taking Microsoft so long to integrate tabbed browsing into IE... They have to rewrite the entire basics of the Explorer program.
