in the case that this is a PS/2 mouse. i am confused. this to my knowledge should not be happening.
i can only suggest try any or all of the following:
1. make sure your mouse connects well to the port. (although i assume it does)
2. see if there is no damage to the wire, the plug, or the port itself. i'm assuming the mouse or the mouse port is damaged somehow at this point. though i'm confused why turning off and on the computer gets it to work again
(when restarting does not)
3. visit the mouse manufacturer's web site to see whether a software update is available.
4. try removing and reinstalling your old driver.
go to control panel>mouse>hardware tab>properties>driver tab > uninstall driver
restart your computer
your mouse should be automatically detected by windows and display a wizard that will help you install the driver for it.
in the worst case u'll have to install a new driver manually
press CTRL+ESC to open Start, highlight and expand All Programs, and then enter Windows Update.
Edit: when i was writing this i didn't see there were new responses to your problem. (so in the case that it is still not working follow my suggestions)
