not in this case because the update was only a few hours old and not much people would have downloaded it by that time. Also it was only 1 language which was forgotten and I providd a link to the update of the language. In other words, not really a reason to even update the build number. If there was something even less significant than a build number, I guess it would be that which needed to increase. But still...

The languages, and other external files, are all included in the setup package and are automatically installed in the proper directories when you install Messenger Plus!. If some files already exists, they will be overwritten with the new ones...
Like Vilkku already said, the language files are installed in the Resources subdirectory of your Messenger Plus! directory.
