Make sure you set it first:

1. Click this first, it will direct you to a page to set your info etc.
2. After you've done step 1 enable this box (it aint checked and greyed out on mine as you can't enable it till step 1 is completed).

Edit:
PM from kenney:
I set up a mobile account and that option under phone to allow others....... is not even there

Answer: In that case you might have to reinstall MSN Messenger. Wich MSNM version are you using (my screenshot is from MSNM 7.5)? Please reply inhere not in pm, thank you.

You could try a fresh install:
1. uninstall
2. reboot
3. remove C:\Program Files\MSN Messenger and Settings\<username>\Application Data\Microsoft\MSN Messenger
( this last folder holds all previous settings, emoticons, backgrounds, winks..you can try a reinstall without deleting that one first if you don't want to loose those)
4. reinstall MSN Messenger

By doing this you make sure all old settings are gone.

If you don't see that folder then you got the folder hidden to make it show go into a folder,  in the menu click on "tools" > (folder)options..go to "view"tab and in the list scroll down to hidden files/folders, check to show them and click "ok".
