were would you could give ideas for Messenger Plus as i sent a pm to patchou and there was no reply so is there a section for ideas on how to improve the msn messnger usage

Patchou does not check his PMs as far as I know. The best thing to do would be to make a thread in MsgPlus! General Talk (this forum) with the title as your idea preceeded by [Sug]

my idea is dat u can use webcams in a multi chat or use voice in multi chat as you can only use it on a 1 to 1 bases and dat would be great any 1 else got an idea

It would have been better if you made a seperate thread instead of just replying here, but this is fine. From what I know, the only way your suggestion would be possible is via a change to Windows Live Messenger or MSN, it can't be done otherwise unfortunately
