so on other versions of Plus! it would tell you when a contact signs off and also in the Contact Notifications (or whatever it was called) it would have a history of there activities (signing on/off, name change).  i was wondering will it still have these 2 features?

yes, i think the Event logger will stay in MPL! and to save those activities.

Preferences > logging > Event Logging > and tick Record All messenger Events in a file

Yes the Event Logger will definitely be back in Messenger Plus! Live.

I'm not sure about the contact information feature though, but i think it will be added for the release of Messenger Plus! Live.

the main thing i want is just where a popup shows up when they sign off or change there name.  i notice it isnt in WLM so i was hoping it would be in MLP

Yes those notifications will be there in an improved form...you can set to show a notification for every change possible (change per status, all statusses, change of name etc.).
