When I send any sound to other users, they can disable the sound effects, is there any way to force sound reproduction on the other side?

No, there isn't. Not only would be be extremely annoying, it'd be rude.

no that would be an invasion of privacy or something like that, you can not force someone to listen to sounds, they have there right not to have them play
