What lizard.boy quoted is the rule for posting in different languages. As stated you can post in another language in this subforum, as long as it is to help out that specific translation of Messenger Plus! itself!
As for rules for translating other things, like plugins and scripts: these shouldn't be posted in this Translation subforum (this subforum is only for Messenger Plus! translations). Requests, translations, etc for scripts and plugins should be posted in the specific threads for these scripts and plugins.
So if you wanna translate a specific script, find the thread of that script and there you can ask the author of the script for the permission to translate it (This also means that you will be outside the Translation forum and thus you should be post in English).
